She was born on August 28, 1940, in Waterloo, Iowa, to Henry and Pearl (Frazier) Spiers. She was a graduate of Black Hawk County Community Schools.On August 6, 1962, Frances was united in marriage to George E. Carroll in Stockton, California. She was a CNA at a nursing home. Frances was preceeded in death by: her parents; her husband, George Carroll; a sister, Viola Speirs; and a brother Elmer Spiers.She is survived by: a sister, Ada Braden of Fremont, California.
